Struts1.3.5のJSTLが1.0.2だったので、JSTL1.1.2に変えることにした。

Servlet2.4 

別に下の記述をweb.xmlにしなくても動いた。あったら「TLD又はタグファイル中のattribute指示子に従って属性testはどんな式も受け付けません」がでた。なぜかわからないけどないほうがいいみたい。
